​State Highway 29 Speed Changes. 60km through Paengaroa. As of 29th June 2020.
Conway Road Reserve – Vanessa Davis from WBOPDC shared the Long Term Plan Draft that has Conway Reserve being developed over the next 4 to 5 years, with a total of around $830,000.00 budgeted. 2021/22- Park Furniture, signage and more trees, 2022/23 – Septic Tank for Toilets, Parking pad, BBQ and power, 2023/24 – Playground and shelters, 2024/25 – Skate Park - matching fund WBOPDC $80K Community $100K. (We should start fundraising now! 2020.) Vanessa reminded us about the $60000.00 Walk / Cycle track due to be installed around Eastern Districts Paengaroa Domain. Some additional conversation was held about the Lemon Rd access into Paengaroa domain needing development. Cliff and Chris E have ongoing dialogue with WBOPDC engineer Stuart /Gary.
History Boards -Sue will report back later. New Video Camera in Village. This was installed by WBOPDC and is to manage traffic and assist with crime prevention. Worked very well at catching the car driver on the triangle last weekend who did many donuts.
Ward Forum – Kevin Marsh is the Chairperson. This is a meeting that will allow Paengaroa Community to voice their hopes and dreams, wants and demands. Cliff to call a meeting to create a power point that shows our hopes and dreams, etc. This will be presented to the Ward Forum. 7.00pm to 9.00pm on 17th Sept or 1st Oct.(6.00pm – 9.30pm)Check!
Smart Growth - Grant Dayly summarized the July 2020, Smart Growth report. Sadly, it does little to nothing for Paengaroa, except suggest that in 30 years it may be allowed to grow. The “Urban Form and Transport” planning is embedded in the Smart Growth Report. (UFT) Town Planner seems to not want anything to be developed in Paengaroa. The lemon Rd Subdivision seems to be on permanent hold. Smart Growth seem to have totally ignored the current investment in Paengaroa. The proposed development of Te Tumu Block and Rangiuru Industrial Park and needed infra structure is all closer to Te Puke and Papamoa. WBOPDC has been given the $18million needed to build the Off Ramp off the Eastern Arterial Route, but Key side holdings and regional council seem to be deliberately slowing the project down. WBOPDC has asked for some action so that these important infra structure items can proceed. The three Waters Reform Group are working on Councils plans and processes being reviewed in light of best practice for Storm, Sewage and Drinking water. (3 waters). Tasmanian or Scottish Model to follow. It would cost approx. $1000 additional rates per house hold if we had a waste water system created in Paengaroa. This is on top of the install / construction and connection costs. (Ouch!) The Resource Management Act – is being reformed to try and simplify and reduce cost and hinderance to development of our resources. This will be an interesting area to track and follow. Discussion was had about generating some funding from the rates take . Some suggestions included a rating to apply for Paengaroa Community Development - eg. $50 / household per annum? This is basically how the Community Boards are funded and it helps create a development fund. This may be a good option towards skate park , etc.
 McKenzie Rd.- Discussion from Jane and Ricky around McKenzie Rd being too narrow for both cars and cycles. This is a natural link between the SH33 Cycleway that crosses McKenzie Rd and Wilson Road South. Currently this forms a circuit for walking and riding, but is not really wide enough for two cars let alone adding in cyclists or pedestrians. What can we do about this. Service request to Garry Ellis and Stuart – Roading Engineer. Plus place in Power Point for Ward Forum meeting. Power Point items could include: McKenzie Rd and cycle link, Speed signage (60Km), Pathway from Conway Reserve to Shopping centre, Toilet Block required on Conway Reserve, Skate Park options, Playground preferred option on Conway Reserve, Footpath along SH33 from Triangle to Sunset Rd, Develop Triangle as a Parking area, Kerb and Channel needed on Black Road between Pool Carpark and Catch pit alongside of Tennis court, other kerb and Channel areas?, Toilets open to public at Paengaroa Hall?,
Paengaroa Hall AGM: 30th August 10.00am All welcome. They need new committee members. Westlink doing work on Triangle (Trees) and Paths?
Maketu Ward Reserve management Plan up for review – this means for Paengaroa – Conway Reserve, Paengaroa Domain -E.D., Pukopuko Stream Reserve, Paengaroa Hall Reserve. Need to make submissions!
